Understanding Australia’s “Highest-Risk” Student Visa Category:
Australia’s student visa system operates under the "Simplified Student Visa Framework" (SSVF), which classifies countries into different risk levels based on factors such as document authenticity, visa compliance, and overall integrity of applications. Recently, India was shifted from a medium-risk level to the highest-risk category (Evidence Level 3).
What This Means for Indian Students:
1. Stricter Document Verification
Students from India must now provide stronger financial proof, genuine academic records, verified IELTS scores, and clear study intentions. Authorities may cross-check bank statements, transcripts, or even contact institutions directly.
2. Extended Processing Times
Visa approvals may take longer than before — in some cases 6–8 weeks instead of 3 weeks — due to deeper background checks.
3. Additional Evidence Requirements
Applicants may be asked for extra supporting documents to prove they are genuine students and not applying solely for migration or work opportunities.
Not a Ban on Indian Students
Importantly, this is not a ban. Genuine applicants with proper documentation can still secure visas. The framework simply ensures that fraudulent applications are minimised.
Why India Was Reclassified
Australian authorities highlighted “integrity concerns” as the reason for this change. Reports of fake academic certificates and fraudulent applications have raised red flags.
For example, investigations in Kerala revealed a large-scale fake degree racket, with thousands of forged certificates allegedly being used for overseas admissions. Such incidents have contributed to India being placed in the highest-risk tier, alongside other South Asian countries.
Australia Student Visa (Subclass 500): Documents Required for Indian Students
· Confirmation of Enrolment (eCOE) from an Australian institution
· Valid passport
· Visa application fee payment
· Genuine Student (GS) requirement documents
· Academic and work experience documents (if applicable)
· English language proficiency proof (IELTS / PTE / TOEFL or equivalent)
· Proof of financial capacity (tuition fees, living expenses, dependants’ costs, return airfare)
· Overseas Student Health Cover (OSHC) details
· Passport-sized photographs
· Health examination done by approved panel physicians using HAP ID.
· Additional documents for students under 18, including parental consent and welfare arrangements.
